To assess the entries, each country works with an international panel of experts, that selects the winners in a 2-stage, Europe-wide and synchronized jury procedure.
In the first stage, a local advisory board selects 15% - 20% of the best work. The advisory board consists of five local representatives and two representatives of the international EUROPAN jury. Together they decide on a preselection of projects, to be further discussed and evaluated in the international jury round / second stage.
